West Papua National Parliament (PNWP)

The West Papua National Committee (KNPB) is a movement that was established with the purpose of mediating the people of West Papua towards national liberation with a common agenda; to demand the right to self-determination and make a referendum as a middle way in the ongoing issue of West Papua in fair, civilised and democratic manner. In other words, the presence of KNPB is the national media to support and drive the agenda of the International Parliamentarians for West Papua (IPWP) and International Lawyers for West Papua (ILWP).

With that in mind, on 19-22 November 2010 the first KNPB Congress was initiated and resulted in the resolution of the attitude and commitment of all the participants in that the main focus of the program is the success of the KNPB legally and politically. KNPB is nationally political program and organization. The first KNPB program is the achievement of the ideals of the people of West Papua, political Independence through the paths of democracy and dignity; through a referendum.

The second program of the KNPB is acting a medium to encourage the formation of a national representative body, as well as a symbol of unity in the struggle of West Papua; driving this forwards until the formation of an interim government after the referendum is held.

To be successful, the agenda of the West Papua National Committee needed to establish a regional body. This involves all the factions that exist in the area being put together and the figures being chosen directly by the people in that area. Another organisation was then made, this is the West Papua National Parliament.

This national movement of West Papua has been increasingly degraded in a culture of selfishness, sentiment and the interests of the organization rather than being populist, and so now the KNPB together with the masses is guided by the spirit of patriotism to revitalize the national agenda of West Papua and reconstruction of structure declared on December 15th, 2008 in Sentani.

On August 21-24th, 2009, the KNPB conducted a formation to establish a strategic program amid the dynamics of factional interests that threaten the main purpose of the struggle. In 2010, together with the masses, the KNPB held the Sentani Congress to discuss and establish the principles and rules of the organization as well as the work program.
To be successful, as a first step the agenda of the established national organisation needs to be the establishment of an organisation of regional representatives, known as the Regional Parliament (PRD). With the Regional Parliament, then all of the elements, and factions of the struggle in that area are united within. This area of Parliament acts as a representative body or forum, as well as a symbol of unity in driving the Papuan political struggle in the Region.

Our intention to establish a “National Parliament of West Papua”, does not mean that we do not respect the elders in the struggle and some organizations are under way, or also not to blame and justify this idea. But it is actually an invitation for us to understand how creating a leadership that stood with the power of the people, as we want ‘independence’ is the people.

In 2011 -until March 2011 KNPB have been successful mediation of the people to form 23 of the Regional Parliament in 23 regions, namely Biak, Manokwari, Sorong, Fakfak, Kaimana, Timika, Paniai, Hubula, Numbay, Tabi, Yahukimo, Puncak Jaya, Yalimo, Baliem, Nabire, Intan Jaya, Star Mountains Dogiyai, Deiyai, Yamo, Nduga, Ilaga, and Tolikara. 23 PRD’s conducted an initial meeting in Biak in February 2012 for consolidation of West Papuan compatriots in order to form the political organisation that is representative of the people of West Papua. It was agreed to make the PRD Conference in Numbay (Jayapura) from 1st to 5th April 2012.
Finally on April 5th, 2012 through the National Conference of the Regional Parliament of West Papua, West Papuans successfully formed and declared the National Parliament of West Papua.

The West Papua National Parliament is a political organisation, representative of the people of West Papua. The purpose of the establishment of the National Parliament of West Papua is fighting for the right to self-determination for the West Papuan people alone, fairly and with dignity in accordance with the principles of international law, standards of human rights and the UN Charter.

The PRD is the messenger of the people elected by constituencies in the area. The number of PRD members are between 30 and 50 people. Each PRD has the right to send a representative to sit down in the West Papua National Parliament. Membership of the West Papua National Parliament Papua is between 20 and 30 people from each Regional Parliaments.

On 5th April 2012, the West Papua National Parliament of West Papua was attended by all members of the Regional Parliaments establish the Free West Papua Campaign is a container political struggle West Papua in international for a lobbying campaign to seek support from the community the international community, the Parliament in every state and governments in every country as well as to the United Nations. And at the same time also have established masters as Chairman Benny Wenda international diplomat for West Papua.

In order to strengthen the position of IPWP and ILWP which were established in 2008 and 2009, the National Parliament has set IPWP as international political institutions to West Papua and ILWP as an institution of international law for West Papua. IPWP and ILWP are international organizations in which there are lawmakers and attorneys in every state and in collaboration with the Free West Papua Campaign for campaigning, advocacy and lobbying on the right to self-determination of the people of West Papua to the support in parliament of each State and received in government from each State, then Free West Papua Campaign together countries that support and the Free West Papua Campaign lobbying, advocacy to the United Nations for support.

After the formation of the West Papua National Parliament, the West Papua National Parliament established the West Papua National Committee as the executor of the political decisions of the National Parliament of West Papua nationally and continue to mediate the people of West Papua to fight for the right of self-determination in a peaceful and dignified manner.

The existence of the Free West Papua Campaign as office of the Free West Papua struggle has been formed in the United Kingdom, the Kingdom of the Netherlands, Papua New Guinea and Australia.
Free West Papua Campaign offices will continue to be opened in several countries to accommodate the struggle for the independence of West Papua as well in every country to continuously lobby and campaign to get support from every country and the United Nations.
